22 yo male patient CO this hypopigmented ANESTHETIC macule on the lateral aspect of his index finger. He was diagnosed as eczema and given Steroid and salicylate oint. This macule dropped but came back again in a week. What's the most likely diagnosis and management?

28 yo healthy male with a chronic rash that started as small macule nearly 1.5 years ago. it has been slowly spreading. topical antifungals to no avail, although inconsistent use. does not itch, is not painful. it does blanch and is most prominent after workouts and warm showers. only exposure to that area is a cell phone carried in front shirt pocket most days. Currently being treated for chronic urticaria, just started daily antihistamine use x 1 week. rash has not improved yet. Of note, image is slightly color enhanced to help demarcate the borders. Thoughts?
